I agree. Rifle or technique (sic.) problem, most likely.
Poorest groups associated with using bipod on a hard surface.
Other single-shots were sensitive to how they were supported and held.
Contact between fore-end and front face of the receiver was examined - some improvement with a trial fore-end with a gap between it and the receiver.
Is the 1.810" the overall length or base-to-ogive?
That is COAL, so overall length.

Today. Well, it's showing promise. It appears that it REALLY matters how the rifle is supported. Best so far is with stiff supports; the fore-end TIP resting on the front rest. Groups open significantly if this varies from shot to shot, and also when the front rest is back half way toward the receiver. Hmmmm.
